Why is the 87-year-old Abu Mazen publishing this decree now? Does he feel the end is near?

PLO and Fatah chairman Abu Mazen issued a presidential decree this evening that if 'something were to happen to him', senior Fatah leader Rohi Tuffum and the chairman of the National Council on behalf of the PLO would replace him until elections are held.

The National Council of the PLO is actually the parliament in which members are a number of organizations including Fatah which controls the PLO.

That sounds like a good way to circumvent elections given that the last time the Palestinians voted for Hamas and we see what that was all about.
