The mission of the unit, it was reported, is to fight greedy traders who raise prices without justification as well as gangs who rob the aid trucks. Also the mission of the unit is to accompany the aid convoys. The Hamas Interior Ministry announced that this is a new unit, as part of its attempt to show that it is still the ruling force in the Strip and works in the public interest.

But it turns out that this unit is not new. Already in 2017, it was reported that the "Saham" unit, which is the special operations unit of the Gaza police, began its activities. 

Some reports claimed that this unit was established at the initiative and order of Hamas leader Yahya Sinwar in order to maintain "social stability" ie to eliminate any possible source of opposition to his rule.

In any case, the reappearance of the "Saham" unit in the Gaza Strip emphasizes Hamas's attempt to present itself as sovereign while the international authorities are discussing the plan for "the day after".
