Barak Ravid claims that Israel chose to damage the nuclear research facility in Parchin in order to, on the one hand, comply with President Biden's request not to attack nuclear facilities (due to American fear that Iran would not be able to keep quiet about such a thing, and enter into a major escalation in the Middle East), and on the other hand, to convey a painful, high quality and high profile message to the regime.
The specific facility in Parchin was chosen because it was not an official part of the Iranian nuclear project, and therefore the Iranians will not be able to claim that Israel attacked a nuclear facility, without acknowledging the reactivation of the facility for nuclear purposes, according to Barak Ravid.
