A report compiled by intelligence officers for the lawyers of the families of Hamas victims, parts of which were obtained by Zaman Israel, claims that the US was aware of the scope of Doha's malicious activity and the harm to American interests and its allies - but refrained from acting.

According to the report, written by David Horowitz of the Times of Israel, it would be a mistake to continue to allow Qatar "to fulfill A central role as a mediator in the conflict in Gaza"

A group of veteran intelligence officers - Israeli and American - compiled a secret report for the lawyers of the families of Hamas victims from October 7. According to the report, Qatar should not have been allowed to serve as a central mediator in the conflict in Gaza and in the negotiations for the release of the abductees.

The report - which is based on research in English, Arabic and French, in the Middle East, Europe and the USA, as well as on public sources - concludes that Qatar is a dangerous actor falsely presenting itself as a fair mediator, having a moderating influence in the region and a "friend of the West".

As for the Hamas invasion of southern Israel - during which approximately 1,200 people were murdered and 253 kidnapped - the report claims that Qatar's funding and policies "directly led to October 7".

The report emphasizes, for example, that Qatar granted safe harbor - and eventually full citizenship - to the spiritual leader of Hamas, Youssef al-Qaradawi. The Egyptian cleric Qaradawi, who died in 2022, authorized Palestinian terrorism, including suicide attacks and the murder of Israeli women and children.
